PRAGUE - Negotiators from the ANO, SPD, and Motorists parties have reached a fundamental agreement on the content of the government's program, which these parties intend to form together, according to Karel Havlíček, Deputy Chairman of ANO. Havlíček stated this in an interview with Czech Television and added that the final text will still be reviewed by the party leadership, which could lead to minor adjustments. According to Czech Television, the document is practically complete, and only the final wording is being refined.
According to available information, the basic structure of the program is approximately 95% complete, and negotiations in recent days have focused on areas corresponding to individual ministries, including culture, diplomacy, science, and digitalization. Havlíček mentioned that the teams will be fine-tuning the areas of science and digitalization, particularly over the weekend.
Party Leadership and Ministry Allocations
According to media reports, the agreement on the program follows earlier agreements on the allocation of ministries: the cabinet is expected to have 16 members, with nine ministers from ANO, three from SPD, and four from Motorists. According to iRozhlas, SPD is expected to receive, for example, the ministries of defense, agriculture, and transport, while Motorists are expected to hold the ministries of foreign affairs, culture, and the environment, and also the newly created position of Minister for Sport, Prevention, and Health. However, this information may still be subject to change during the approval process by the party leadership.
What does the program mean for the public?
Based on publicly available information, the program emphasizes a review of inclusion in education, strengthening the digitalization of public administration, and highlighting specific sectoral priorities for each party. According to Seznam Zpráv, there is also discussion about tightening conditions for migration and supporting domestic industry. Specific steps, timelines, or legislative proposals have not yet been publicly released; the document is expected to be presented in the form of key points.
The President and Next Steps
The main points of the government's program are scheduled to be presented to President Petr Pavel on Monday morning, October 27, 2025, by the Chairman of the ANO movement and the expected new Prime Minister, Andrej Babiš. This will be followed by a formal meeting with the President, and if the outcome is positive, the official appointment of the government and further political steps will follow, in accordance with the constitution. It is expected that President Pavel will be particularly interested in the personnel composition of the cabinet, according to Deník N.
Risks and Uncertainties
Analysts point out that, despite the rapid progress in negotiations, questions remain regarding the stability of the coalition, specific personnel nominations, and the reaction of domestic and international public opinion to certain program points, especially in the areas of foreign policy and legal reforms. According to commentators from Czech Television, it will be crucial to see whether it is possible to reconcile the different positions of ANO and SPD on security and European issues. The final version of the program and its implementation will be decisive in determining whether the coalition will be able to function effectively in government.
